Yellow popup at the bottom of the screen pops up when i try and install a download?

Turn your anti-virus back on and run the Microsoft Malicious Software Removal Tool. It could be some sort of Spyware/Malware that is causing this. Also, try restarting your computer in "safe mode with networking" (press F8 before windows boots) if you need to try and download something (like a spyware removal program, I recommend Combofix to start, run from safe mode).
