Win XP SP3 install fails with error 'usbstor.sys open or in use by another app'. Any fixes?

No USB devices are attached to the machine. Network group policy prevents use of USB storage devices, but I'm logged on to the local machine with local admin account. McAfee antivirus present, tried to intall SP3 with it disabled, but same error appeared. Any answers gratefully accepted :-)
