What will deprotonate acetylacetone? Sodium phenolate? Sodium Acetate? Or, Sodium Hydroxide?

If you need near-100% deprotonation, I would go with NaOH. This is because OH- is the conjugate base of water, which has the highest pKa, therefore the conjugate base would be the most basic.
